1.) Launch of Sri Lanka Parliamentarians Forum for Evaluation at a session held in Oct 2016

Sri Lanka Parliamentarians Forum for Evaluation” also launched on 7th October 2016 at the parliament. The launch was organized by the Parliamentarians Forum for Development Evaluation – South Asia (PFDE) together with Department of Project Management and Monitoring (DPMM), Ministry of National Policies and Economic Development and Ministry of Public Enterprise Development. Parliamentarians from various parties attended the meeting and emphasized the need for evaluation culture in the country. Minister Hon. Kabir Hashim and State Minister Niroshan Perera chaired the meeting and also spoke about importance of evaluation. Mr. V. Sivagnanasothy, Secretary – Ministry of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs, gave introduction to evaluation. Mrs. Drashana Senanayake, Director General – DPMM, presented the key findings of the National Evaluation Plan. The parliamentarians suggested for a “parliamentary committee on evaluation”. This was a historical event held at the Sri Lanka parliament as the “Sri Lanka Parliamentarians Forum for Evaluation” also launched at the event. Hon. Ananda Kumarasiri, Member of Parliament was appointed as the Chair of the forum.

4.) Submission of motions to the parliament. Adjournment Motion on introducing a National Evaluation Policy.

On 9th August 2016, Hon. Buddhika Pathirana submitted a motion proposing to the Parliament of Sri Lanka to formulate a National Evaluation Policy and an evaluation system for the country, creating history at our parliament. His speech was excellent and inspiring. Then other MPs joined the debate supporting the motion. It was a great debate. It was surprising that some MPs fluently talked on SDGs and evaluation. One MP had witnessed the occasion where SDGs were endorsed at UN. Hon. Niroshan Perera, State Minister of National Policies and Economic Development made the final speech and pledged that the government will take necessary action to strengthen evaluation including the National Evaluation Policy and implementation of SDGs
Adjournment Motion on Allocating Funds for Evaluation

On 7th October 2016 a parliament debate was held on the adjournment motion submitted by Hon. Buddhika Pathirana, Member of Parliament on allocating funds from the national budget for evaluation. Hon. Parliamentarians attended the parliament debate with very interesting views and all were in favour of the motion. In the debate, two parliamentarians read “Ten reasons why NEP is important” documents published by PFDE. They also mentioned the global trends led by the Global Parliamentarians forum for Evaluation. Hon. Niroshan Perera, State Minister of National Policies and Economic Development made concluding remarks as the responsible minister and ensured government’s commitment for evaluation. This is the second motion submitted by Hon. Buddhika Pathirana after the first motion proposing the national evaluation policy.
